I have been informed today that the Artesian Well has withdrawn their application to extend their hours of opening.

This follows a large number of residents writing to Lambeth Licensing opposing the extension with one resident writing in support.

It is clear from the number of representations that were against the increase of hours that local people have concerns over the level of anti-social behaviour caused by customers of venues in the area. Officers are now writting to those who sent representations informing them that the application has been withdrawn and provide details of how individuals can appeal for a review of the current license.

Below is a licensing application which has been presented to Lambeth council. Dear Councillors/Responsible Authority Officers,

A Variation application for a Premises Licence under the Licensing Act 2003 in respect of the below-mentioned premises was received by the licensing authority on 14th August 2008           

Prior to determining this application, the licensing authority may accept written representations from Responsible Authorities and Interested Parties on the likely effect of the grant of this application in relation to the licensing objectives, which are:

·         Preventing crime and disorder;

·         Public safety;

·         Preventing public nuisance; and

·         Protecting children from harm.

Representations will be disregarded if they are deemed to be vexatious, frivolous, or irrelevant, or if they are received later than the 11th September 2008          

If a valid representation (or more than one) is received and is not withdrawn, this application will be referred to a hearing of the Licensing Sub-Committee for determination. If no representations are received, the application will ordinarily be determined by the relevant Licensing Officer.

Responsible Authorities

Responsible authorities should receive a copy of this application direct from the applicant at approximately the same time as it was given to the licensing authority. If a copy of the application has not been received, please notify Licensing, as this may cause the application to be invalidated. [Authorities based at 2 Herne Hill Road will receive their copies via internal mail shortly.]

Ward Councillors

The applicant is required to advertise their application, both at the premises, and in the ‘public notices’ section of a local newspaper. This is to alert persons living in the vicinity of the premises, or with business interests that may be affected by the application, to the application and allow them an opportunity to make representation.

As Ward Councillors, you may be approached by local residents seeking further information about this application, or assistance in making representation or attending the Committee hearing. Ward Councillors may not make representations in respect of alcohol/entertainment applications in their own right, unless they can also qualify as an Interested Party – i.e. they live or are involved in a business in the vicinity of the premises.
