CLAPHAM CONTROLLED PARKING ZONE
CHANGES TO PARKING PLACES NORTH STREET
(Note: This notice is about changes to certain existing residents’ parking places in North Street and the provision of additional residents’ parking places, a new free limited time parking place and a new pay and display parking place in North Street.)
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth on 7th May 2008 made the Lambeth (Clapham) (Parking Places) (No. 2) Order 2008, the Lambeth (Free Parking Places) (Limited Time) (No. 3) Order 2008 and the Lambeth (Waiting and Loading Restriction) (Amendment No. 143) Order 2008 under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. The Orders will come into force on 12th May 2008.
2. The general effect of the Orders will be to:

(a) |
revoke existing residents’ parking places in North Street (i) outside Nos. 62, 64, 66 and 68 North Street; and (ii) outside Nos. 76, 78 and 80 North Street and provide a new residents parking place in a similar location in North Street outside Nos. 62, 64, 66, 68, 70, 72, 74, 76, 78 and 80 North Street for use by vehicles displaying either a valid residents’ permit, or a valid visitors’ permit, or a valid trade permit, or a valid car club permit; |

(b) |
revoke an existing shared use parking place outside Nos. 32, 34, 36, 38, 40 and 42 North Street and provide a new shared use parking place outside Nos. 42, 42a, 44, 46 and 48 North Street for use by vehicles displaying either a valid residents’ permit, or a valid visitors’ permit, or a valid trade permit, or a valid car club permit, or a valid business permit, or a valid teachers’ permit; |

(c) |
provide a new residents’ parking place outside Nos. 35/39, 37/41 and 43 North Street for use by vehicles displaying either a valid residents’ permit, or a valid visitors’ permit, or a valid trade permit, or a valid car club permit; |

(d) |
provide a new pay and display parking place in North Street on the north-east side, opposite the vehicular entrance to Clarke House which may be used by vehicles displaying a valid ticket, or a valid primary care trust permit between 8.30 a.m. and 6.30 p.m. Mondays to Fridays inclusive. The charge for the use of a parking place by the pay and display method would be at the rate of £2.10 per hour, or pro rata for periods of more or less than 1 hour, up to a maximum of 4 hours; |

(e) |
provide a new limited time free parking place in North Street outside Nos. 32, 34, 36, 38 and 40 North Street which may be used between 8.30 a.m. and 6.30 p.m. Mondays to Fridays inclusive for a maximum period of 30 minutes, with no return to the parking place within 2 hours of leaving it; |

(f) |
ban waiting by vehicles at any time (including waiting for the purpose of loading or unloading a vehicle) in that length of North Street which lies on the north-east side, between a point 6.9 metres south-east of the south-eastern kerb-line of Lillieshall Road and a point 28.9 metres south-east of that kerb-line (any existing prohibition on waiting by vehicles which applies at other times will be revoked). |
3. The measures described above are necessary to maximise parking provisions to meet the needs of local residents and local businesses whilst encouraging a turnover for trade and shops in the area.

Copies of the Orders and other documents giving more detailed particulars of them are available for inspection from 9.30 am until 4.30 pm on Mondays to Fridays inclusive until the last day of a period of six weeks beginning with the date on which the Orders are made, at the offices of the Transport and Highways Group, 3rd Floor, Blue Star House, 234-244 Stockwell Road, London, SW9 9SP.
6. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
